The Federal Department of Homeland Security (DHS), the organization under which the Immigrations and Customs Enforcement agents operate, arrested a Richmond resident Wednesday morning, according to Richmond and San Pablo police. The location where it occurred is unclear.
While police referred to the arresting authority as Homeland Security, Richmond Mayor Eduardo Martinez posted a statement about the arrest on his Facebook page, saying it was ICE agents.
“Our office was notified of ICE activity this morning near the Richmond–San Pablo border,” Martinez wrote. “Official sources report it was directed at a specific residence. We will continue to monitor the situation and share information as it comes available.”
Peggy Chou, San Pablo police spokesperson, confirmed an arrest was made in an email to Richmondside Wednesday afternoon.
“Our department contacted HSI (Homeland Security Investigations) after receiving inquiries from several community members,” Chou wrote. “We were informed that one arrest was made in the City of Richmond, related to a criminal warrant, and that the agency had already left the area.”
Chou added that San Pablo police were not involved in the operation. The city has been outspoken in its public communications about not supporting such activities.
“The San Pablo Police Department does not participate in immigration enforcement, nor do we partner with federal agencies in carrying out immigration enforcement activities. This commitment was established March 6, 2017 by City Council Resolution #2017-045, which was reaffirmed by city leadership in December 2024,” said a message from San Pablo Police Chief Brian P. Bubar posted on the city’s website.

Martinez added that Richmond police notified city officials that they were not involved in the incident.
On Tuesday, ICE agents detained at least six people in Oakland at a home on 79th Avenue near Hillside Street. Among the detainees are a 17-year-old and someone with a severe disability, according to Nikolas De Bremaeker, immigrants’ rights managing attorney at Centro Legal.
ICE agents have also made arrests at the Concord immigration court.
