The man shot to death on Rumrill Boulevard last month was identified as 36-year-old Clarence Hughes Jr., of Richmond, according to San Pablo police.

Another man who was injured in the Dec. 29 shooting near Mike’s Liquor Store between Chesley and Emeric avenues remains in critical condition.

The second victim is not being identified by police. The San Pablo Police Department said no one has been arrested.

The death was the second in a matter of hours that day. In an unrelated case, Romario Raso Garcia, an IHOP employee, was found with a head injury and gunshot wound in the Hilltop neighborhood restaurant’s kitchen earlier that afternoon.

Richmond gun violence has historically stemmed from longstanding feuds between neighborhood groups in the central and southern portions of the city and the unincorporated North Richmond area, according to various law enforcement sources.

Shortly after the shooting, social media posts identified Hughes, stating he was from North Richmond.

Last week, acting Richmond Police Chief Tim Simmons told the Community Police Review Commission (CPRC) that gun violence in the city had spiked 163% in the last 90 days of 2025.
